Every modern browser ships a full image decoder and encoder: it is what it uses to show any page. A tool that resizes or converts is not doing anything the browser did not already know how to do.
The practical consequence is that uploading an image to a server to rescale it there is extra work: it adds an upload, a wait and a download to an operation your device solves in milliseconds. And it forces you to trust that the other side deletes it.
